Efforts to end the war in Ukraine appear to be entering a new phase, as the Russian delegation has submitted concrete proposals for a new round of peace talks with Ukrainian representatives to discuss terms that could lead to a cessation of hostilities.

Vladimir Medinsky, head of the Russian peace negotiation team, announced on Wednesday that proposals for the date and venue of the next meeting have been conveyed to Ukraine, where potential memorandums for halting the war could be discussed.

The last round of talks between Russia and Ukraine was held in Istanbul earlier this month—the first such meeting since March 2022—but no ceasefire agreement was reached, according to Reuters.

Diplomatic sources report that international pressure is mounting, especially from U.S. President Donald Trump, who has pushed for a solution to end what is currently Europe’s largest war since World War II.

Following a phone call with Trump on May 19, Russian President Vladimir Putin stated that Moscow is ready to work with Ukraine on drafting a memorandum as a first step toward a peace deal.

In a Telegram post, Medinsky confirmed that he has been in contact with Ukrainian Defense Minister Rustem Umerov, who also heads the Ukrainian delegation, to deliver Russia’s proposed details for the upcoming meeting.

“Let me emphasize that we are ready to begin a substantive discussion on each point of the agreement for a possible ceasefire,” said Medinsky.

He added that Russia is awaiting a response from Ukraine and that the Russian delegation is ready for face-to-face talks in the coming days.
