On March 11, 2025, NATO Secretary General Mark Rutte emphasized NATO’s commitment to Kosovo and the region, highlighting the recent increased presence of KFOR troops in Kosovo as evidence of the alliance’s dedication to stability.

Speaking to RTK, Rutte explained, “We have recently increased the presence of KFOR troops in Kosovo, quadrupling the number of soldiers in the north and tripling the physical presence of KFOR in the area. This shows that KFOR aims to be a stabilizing presence, not just in Kosovo, but in the entire region.”

Rutte acknowledged Kosovo’s ambition to join NATO but pointed out that there are challenges to address first, including the recognition of Kosovo’s independence by some NATO member states.

When asked about concerns from Kosovo’s leaders regarding Serbia as a permanent threat to Kosovo’s stability, Rutte reiterated his neutral stance while stressing that Serbia must take responsibility for the events of 2023. He added that he had delivered messages to both Kosovo and Serbian leaders, urging them to move forward in building good neighborly relations.

“It would be good if dialogue resumed, and certainly, Serbia must take responsibility for what happened in 2023, but it’s also crucial for Kosovo to refrain from unilateral actions. Building trust is important, and that would provide a good foundation for continued discussions, always with the mediation of well-established officials in the Kosovo-Serbia dialogue,” Rutte stated.

In response to questions about the potential reduction of US troops in Europe and the implications for KFOR’s presence in Kosovo, Rutte reassured that the United States remains deeply committed to the Western Balkans, ensuring stability in the region.
