PREVENT Report Highlights Security Challenges in Northern Kosovo After Terrorist Attacks

The security situation in the northern regions of Kosovo has been a major concern following a series of terrorist attacks, including the September 2022 attack in Banjskë and the November 2024 attack on the Ibër-Lepenc water canal. A report presented by the Institute for Security and Resilience – PREVENT highlighted these ongoing security issues and the threat posed by extremist and terrorist organizations, including “Civil Protection” and the “Northern Brigade.”

The report underscores that the situation in the north remains unstable, with unresolved issues contributing to a challenging security environment. One of the key findings is that Milan Radojčić, the leader of the terrorist group responsible for the Banjskë attack, remains unpunished and sheltered in Serbia. Despite the government’s efforts, the region has continued to be targeted by further attacks, including the recent terrorist assault on the Ibër-Lepenc canal.

During the presentation of the report, Interior Minister Xhelal Sveçla emphasized that Kosovo’s institutions need to strengthen their capacities to prevent potential future terrorist attacks. He also called for additional security measures to protect critical infrastructure.

Sveçla reiterated the government’s commitment to fighting organized crime, citing the numerous attacks on police, media, and citizens, all of which are tied to Serbia’s involvement in destabilizing Kosovo. The government remains focused on addressing these threats using all available resources.

Skender Perteshi, a researcher from PREVENT, stressed that security is not solely the responsibility of security and defense agencies. He argued that all relevant actors must be involved in maintaining law and order, highlighting the importance of cooperation to ensure a safer and more stable environment for all communities in the region.

The report analyzes the ongoing challenges and the need for continued efforts to extend the rule of law in the northern municipalities of Kosovo, combat organized crime, and address the threats posed by extremist groups. The findings call for urgent action to improve the security situation and foster stability in the region.
