The Second Assembly of the Southeast European Police Chiefs Association (SEPCA) has concluded its proceedings in the city of Vlora, marking the end of the presidency held by the Albanian State Police.
The high-level meeting brought together police chiefs from across the region to discuss joint strategies against organized crime and the challenges posed by migration.
A key focus of the assembly was the strong call by the Director General of the Albanian State Police, Ilir Proda, for the full integration of Kosovo into the organization.
According to a press release, during the discussions the police leaders agreed that SEPCA should function as an “early warning system” for potential flows of irregular migration.
Another central topic was the fight against hard drug trafficking and the dismantling of criminal groups with international reach. Participants emphasized that information-sharing and joint analysis are the only effective path to achieving concrete results.
Support for Kosovo
One of the most significant moments of the Assembly was the presence of the Director of the Kosovo Police, Colonel Gazmend Hoxha, in the role of observer. He assured his counterparts that the Kosovo Police possess all the operational and organizational capacities required to be an integral and equal part of SEPCA.
This request was also supported by Director General Ilir Proda.
During the ceremony, Proda stressed the real need for SEPCA to accept the Kosovo Police as a member with full rights.
“Only by functioning as a single body, without barriers and without divisions, can we win the battles against regional and international crime,” Proda stated.
