Serb List Meets U.S. Diplomat Hanrahan: Demands Association Formation and International Guarantees for Kosovo Serbs

PRISTINA, July 14, 2025 – A delegation from the Serb List, led by Zlatan Elek, met Sunday with Brendan Hanrahan, a senior official from the U.S. State Department’s Bureau of European and Eurasian Affairs, as part of his official visit to Kosovo.

In a press statement, the Serb List described the meeting as “open and constructive,” during which they raised concerns about what they called “growing institutional violence” against the Serb community in Kosovo.

They accused Kosovo’s institutions of “unilateral actions that further worsen an already fragile security situation and undermine the fundamental rights of the Serb people.”

Central to their demands was the formation of the Association of Serb-Majority Municipalities, in line with the 2013 Brussels Agreement. The Serb List called it an “international obligation of Pristina that has been ignored for years.”

“Our representatives informed the State Department official that international guarantees are essential for protecting the rights of Serbs in Kosovo, as the country’s institutions often act unilaterally and to the detriment of our community,” the statement read.

The delegation also called for a “clear and unequivocal response from the international community” to ensure de-escalation and stability in northern Kosovo.

The meeting with Serb representatives was part of a broader agenda by U.S. diplomat Hanrahan, who also met with acting Prime Minister Albin Kurti and leaders of Kosovo’s major Albanian parties – including Memli Krasniqi (PDK), Ramush Haradinaj (AAK), and Hykmete Bajrami (LDK) – to discuss the ongoing institutional crisis and the deadlock in constituting the Assembly of Kosovo.

Hanrahan’s visit comes amid deepening internal political tensions and growing international pressure on Kosovo to stabilize the north and reach a final agreement with Serbia.
