Serbia Appoints Candidate Who Withdrew from Kllokot Elections to Lead Parallel Structure in Vitia

In a move that raises serious concerns about Serbia’s continued interference in Kosovo’s sovereignty, Belgrade has appointed Sreqko Spasić as the head of the so-called parallel municipal structure of Vitia, just days after he withdrew from the local election race in Kllokot.

According to the Official Gazette of Serbia, the appointment took place on November 6, only three days before the runoff election, in which Spasić had initially been a candidate. He withdrew from the race to join the pro-Belgrade Serbian List (Lista Srpska) — the dominant political arm backed and directed by the Serbian government to exert control over Serb-majority areas in Kosovo.

This parallel institution, previously shut down by Kosovar authorities earlier this year, has reportedly been relocated within Serbian territory, allowing Belgrade to maintain its shadow administrative network over municipalities in Kosovo.

Spasić’s withdrawal and subsequent appointment have further exposed Belgrade’s strategy of manipulating local elections to consolidate political dominance through illegal and unconstitutional parallel structures. Despite his withdrawal, the Central Election Commission of Kosovo (CEC) proceeded with the elections in Kllokot, where Lista Srpska won over 90% of the votes in the runoff.

This latest development underscores how President Aleksandar Vučić’s government continues to undermine Kosovo’s democratic processes, defying international norms and agreements aimed at normalizing relations between the two countries. By rewarding political loyalty with posts in illegal institutions, Serbia demonstrates that its so-called “commitment to dialogue” remains a façade — while it deepens its hybrid governance model inside Kosovo through covert funding, coordination, and propaganda.
