Serbia Ignores U.S. Sanctions, Continues Awarding Tenders to Veselinović

Despite U.S. sanctions, Serbia has continued awarding public contracts to controversial Kosovo Serb businessman Zvonko Veselinović, known for his close ties to Milan Radoičić, who has been accused of organizing the armed attack in Banjska.

Serbian authorities have not taken U.S. sanctions into account and have maintained financial cooperation with contested businessmen, despite the political and security implications for the region.

The company Novi Pazar-put, owned by Zvonko and Žarko Veselinović, reportedly received four contracts in a single day from the Public Municipal Enterprise “Putevi” in Kruševac. The contracts relate to the supply of aggregates and filler materials, with a total value of approximately €580,000, according to Nova.

This is not the first time Veselinović’s companies have benefited from state tenders. Despite being on the U.S. blacklist, their firms have previously secured public contracts both through direct procurement procedures and as subcontractors in major state infrastructure projects.

Financial data shows that “Novi Pazar-put” generated revenues of €34.2 million in 2024, with a net profit of around €3.6 million. Since the Veselinović brothers took control of the company, profits have increased significantly compared to the period prior to 2020.

Their business group also owns other profitable companies, including Inkop and Betonjerka Aleksinac, as well as enterprises in the construction and hospitality sectors. A portion of their profits is reportedly linked to state infrastructure projects, including partnerships with foreign companies that have received contracts without open tenders.
