September 23, 2025 – Serbian engineer Danijel Dašić revealed that the Serbian Ministry of Construction, Transport, and Infrastructure spent €217,000 on murals reading “When the Army Returns to Kosovo”, according to an audit conducted by the State Auditor of Serbia.
“Believe it or not! During the audit of Goran Veshiq’s Ministry in 2024, the State Auditor found a line item for ‘painting of public spaces’ worth €217,000,” Dašić wrote on social media platform X. “This refers to the graffiti ‘When the Army Returns to Kosovo,’ which appeared across Serbia and beyond. Funded by the Ministry, commissioned by the SNS executive board, contractors unknown, no invoice issued.”
The State Auditor fined the Ministry 109,000 dinars (approximately €1,000) following the discovery, reports Nova.rs.
These threatening graffiti murals appeared extensively across Serbia, northern Kosovo, and even in Bosnia and Montenegro, raising concerns over political messaging and regional tensions.
