Seven Years Since the Formation of the Kosovo Army

Today marks seven years since the historic decision that paved the way for the formation of the Kosovo Army, a milestone in strengthening the country’s sovereignty, security, and state institutions.

On December 14, 2018, the Assembly of Kosovo took a decisive step by adopting three key laws that transformed the mandate of the Kosovo Security Force (KSF). The package was approved with 106 votes in favor and one abstention, underscoring broad parliamentary support for the move.

Although the name Kosovo Security Force formally remained unchanged, the adoption of these laws enabled its gradual transformation into the Kosovo Army, significantly expanding its defensive responsibilities, operational capacities, and institutional role in safeguarding the country and its citizens.

The adopted legislation included:

  • The Law on the Ministry of Defense
  • The Law on the Kosovo Security Force
  • The Law on Service in the Kosovo Security Force

Each of these laws constituted a fundamental pillar in restructuring Kosovo’s defense system, allowing the KSF to develop modern military capabilities and align with contemporary defense standards.

The legislative changes followed years of political debate and institutional preparation, reflecting Kosovo’s long-term commitment to building credible, professional, and democratic defense institutions.

However, the process was not without opposition. Serb MPs boycotted the parliamentary session, acting in line with Belgrade’s longstanding resistance to the establishment of the Kosovo Army. Serbia and allied actors have repeatedly framed the formation of Kosovo’s armed forces as a threat to regional stability, despite Kosovo’s insistence that the army is defensive in nature and operates in full coordination with international partners.

Seven years on, the Kosovo Army continues to strengthen its capacities, deepen cooperation with NATO partners, and position itself as a pillar of peace and security in the region.
