The Supreme Court has determined that the Election Complaints and Appeals Panel (PZAP) mistakenly dismissed the complaint of Albanian candidate for mayor of Kllokot, Arbër Emini, and has instructed PZAP to reconsider the case.
The Supreme Court noted that Emini’s complaint concerned irregularities and issues during the voting process itself, not the preliminary results tabulated by the Central Election Commission (CEC), as PZAP had stated in its decision.
On October 13, 2025, Arbër Emini filed a complaint with PZAP, claiming that on October 12, 2025, during the local elections in Kllokot, Serbia had interfered in the electoral system by fabricating Serbian medical documents from parallel structures to be used by assisted voters.
Arbër Emini, an independent candidate and the only Albanian running for mayor in Kllokot, received 24% of the votes, totaling 518 votes. Ahead of him were two Serbian candidates: Srećko Spasić from the party Srpska Narodna Sloga, who received 31% or 673 votes, and Božidar Dejanović from the Serb List, who won first place with 41% or 883 votes.
