Ten Years Since the Establishment of the Kosovo Specialist Chambers

Today marks ten years since the Kosovo Assembly, on August 3, 2015, paved the way for the creation of the Kosovo Specialist Chambers (KSC).

With 82 votes in favor, 5 against, and 1 abstention, the deputies at the time amended the Constitution, enabling a vote on two additional draft laws related to the establishment of the Specialist Chambers and the Specialist Prosecutor’s Office.

Opposition parties back then strongly opposed the vote, describing the Specialist Court as unjust, selective, and a violation of Kosovo’s sovereignty. According to them, the court was established solely to prosecute members of the Kosovo Liberation Army (KLA).

On the other hand, the government and the ruling coalition of the time argued that the decision, while difficult, was necessary to preserve Kosovo’s international credibility and to address allegations of war crimes.

Since its establishment, the Specialist Prosecutor’s Office has filed indictments against several of Kosovo’s most prominent political and military figures.
