Today marks ten years since the Stabilization and Association Agreement (SAA) between the European Union and the Republic of Kosovo came into force.
The agreement represents the culmination of over a decade and a half of efforts by Kosovo’s institutions toward the European agenda. At the same time, it serves as a new beginning, accelerating and strengthening Kosovo’s European integration process with the ultimate goal of EU membership.
Signed on October 27, 2015, the SAA was the first contractual agreement between the EU and Kosovo. It received approval from the European Parliament and was ratified by the Assembly of Kosovo, entering into force on April 1, 2016.
The SAA brings multiple benefits across political, economic, and legislative alignment, aiming to improve institutional frameworks, enhance the business environment, and positively impact the well-being of all citizens.
Politically, Kosovo has committed to implementing an ambitious reform agenda focused on political, economic, and social development. In return, the EU has pledged to provide all available instruments, including financial support, to ensure these reforms are implemented and that Kosovo meets the criteria for EU membership.
Economically, the SAA strengthens trade and economic relations between Kosovo and the EU, gradually creating a free trade area. It also provides technical and financial support for Kosovo’s economic reforms, contributing to the development of a functional market economy capable of competing within the EU single market.
Kosovo’s government has structured these initiatives through the National Program for the Implementation of the SAA, approved by the Assembly. This program serves as the primary national policy document for EU accession, with the core objective of fulfilling the obligations set out in the SAA within the prescribed timelines.
