The High Representative of the European Union, Josep Borrell, has submitted to the member states the required report on the measures towards Kosovo. However, the EU remains tight-lipped about the content of this draft and the discussions about it.

In a response to the Express newspaper, EU spokesman Peter Stano was reluctant to answer whether Borrell had recommended lifting the measures and whether they would be lifted gradually, saying the entire procedure was confidential.

“The report that the High Representative submitted to the member states is a report on their discussions, which are internal and confidential. We do not reveal the content of the report or the discussions,” said Stano.

However, Deputy Prime Minister Besnik Bislimi said yesterday that there are several states that are looking for such a way of removing punitive measures.

We hope that no country will raise its voice to oppose the measures, because there is no country that is against the lifting of the measures. There are two or three countries that have preferred the gradual lifting of the measures in two steps, but not that there are those who have been against the lifting of the measures, but the absolute majority of countries believe that the imposition of measures on Kosovo was unfair, not taking measures against Serbia was the additional injustice done to Kosovo”.

Today it was reported that in the European Union there is no complete agreement on the lifting of the punitive measures imposed on Kosovo. But, as a compromise, it is expected that these measures will be partially and gradually removed after the discussions that took place on June 19 in the Committee for Policy and Security of the EU (PSC), where the representatives of the member states participated.

According to sources, REL reported that the majority of EU states were in favor of the complete lifting of the measures, as recommended by the bloc’s high representative for foreign policy and security, Josep Borrell, in the report he submitted to member states on June 18, regarding the steps that Kosovo has taken to reduce tensions in the north inhabited by a Serbian majority.

Before the leadership changes within the EU, the chief diplomat Borrell together with the emissary Miroslav Lajçak will host another high-level Kosovo-Serbia meeting in Brussels after a long time.

For this meeting, Stano gave some details.

“On the other hand, I can confirm that a high-level EU-mediated dialogue meeting between Belgrade and Pristina will take place in Brussels next Wednesday. The President of Serbia and Prime Minister Kurti will represent the respective parties and the meeting will be chaired by the mediator – High Representative Josep Borrell, supported by the EU Special Representative for the dialogue Miroslav Lajčák”.

For the last time, Kurti and Vucic met in Brussels on September 14, 2023. A few days later, the terrorist attack took place on September 24 in Banjska, where the policeman Afrim Bunjaku was killed. For this attack, Kosovo has continuously asked the mediators to sanction Serbia, while from Serbia the extradition of the members of the terrorist group to bring them to justice.
