During the meeting:

  • Kurti thanked the Commissioner for his visit and recommendations, emphasizing that the responsibility for exercising guaranteed rights lies with the local Serb community.
  • The Prime Minister highlighted that Kosovo’s legal framework provides an empowering model for active community participation, but this requires local engagement and ownership.
  • Positive developments regarding the implementation of the Law on Foreigners and steps toward the full integration of education and healthcare in northern Kosovo were discussed.
  • On language and minority rights, Kurti informed about the creation of positions such as the Director of the Department for Community Affairs in the Prime Minister’s Office and the Commissioner for Languages, as well as efforts to strengthen language harmonization capacities.

Kurti concluded by stressing that the next phase is not about expanding rights but about deepening their use through building trust, community engagement, and full access to Kosovo’s institutions.
