US Secretary of State Marco Rubio has dismissed claims that the proposed plan to resolve the war in Ukraine—widely viewed as favorable to Russia—did not reflect Washington’s position. Rubio insisted that the plan was drafted by the United States and is “based on the contributions” of both parties, Ukraine and Russia.

These statements came after an incident in which several US senators said that Rubio had told them the draft plan—one senator even called it a Russian “wish list”—did not represent the stance of the US government.

Following these comments, Rubio clarified that the plan was a US proposal and emphasized that it included elements suggested by both sides, Ukraine and Russia. He made these remarks while traveling to Geneva for talks with Ukrainian and European security officials regarding the plan, according to the BBC.

The plan has raised concerns among Ukraine’s allies, while US President Donald Trump has urged Kyiv to approve it as soon as possible—a request that has further heightened tensions between the parties.
