The Kosovo Special Prosecution (PSRK) has filed charges against Jovan and Dragiša Vičentijević and Igor Dimović in connection with the terrorist attack on the Ibër-Lepenc water canal on 29 November 2024. The incident disrupted drinking water supplies and posed significant risks to local energy infrastructure.
According to the prosecution, Jovan Vičentijević allegedly planted 20 kilograms of TNT, a military-grade explosive, in the canal, causing substantial material damage and endangering public infrastructure.
Evidence from Digital Forensics and International Cooperation
Investigators examined computers, mobile devices, and other digital evidence, identifying photographs, videos, and documents linking Vičentijević to paramilitary groups and past violent incidents, including the Banjskë attack in September 2023.
Soil samples from the shoes of the Vičentijević brothers were reportedly matched to the explosion site, a finding corroborated by the FBI.
Paramilitary Training and Civil Protection
Vičentijević allegedly admitted to participating in a paramilitary training camp called “Pasulancke Lidave”, involving over 120 Serbian participants from northern Kosovo. Groups within the camp reportedly trained in explosives and grenades.
During questioning, he also provided information about Civil Protection roles in northern Kosovo, naming individuals responsible for specific zones, and linking them to past violent activities.
Alleged Espionage Activities
The prosecution claims Vičentijević was recruited by Serbian military intelligence, gathering classified information on Kosovo security forces and KFOR operations. Evidence includes a 66-page confidential KFOR document and photographs of Kosovo Special Police units and former KLA leaders, allegedly used to create a misleading narrative about Albanian forces in Kosovo.

Prosecutor Bekim Kodraliu emphasized the case is backed by extensive cooperation with the Kosovo Police Counter-Terrorism Unit and the FBI, highlighting Kosovo’s efforts to protect critical infrastructure and public safety.
