The White House has released U.S. President Donald Trump’s 20-point plan aimed at ending the ongoing conflict between Israel and Hamas in Gaza.
Israeli Prime Minister Benjamin Netanyahu expressed support for the plan following a meeting at the White House on September 29, 2025, though it remains unclear whether Hamas will accept its terms.
According to AP, the key points of the plan include:
- Gaza will become a deradicalized zone, free of terrorism that threatens neighboring countries.
- The territory will be developed for the benefit of Gaza’s citizens, who have endured prolonged suffering.
- If both parties agree, hostilities will immediately cease, with Israeli forces withdrawing to agreed lines while preparing for the release of hostages.
- All hostages, living or deceased, will be returned within 72 hours of Israel’s public acceptance of the agreement.
- Israel will release 250 life-sentence prisoners and 1,700 Gaza detainees, including women and children, while exchanging remains for Palestinian victims.
- Hamas members who commit to peaceful coexistence and disarmament will receive amnesty; those wishing to leave Gaza will be allowed safe passage.
7–8. Full humanitarian aid will be delivered through the UN, Red Crescent, and other international agencies, with checkpoints like Rafah operating under agreed mechanisms. - Gaza will be governed temporarily by a non-political Palestinian technocratic committee, overseen by an international body, the “Peace Board,” chaired by President Trump with participation from global leaders including Tony Blair.
10–12. A comprehensive economic development plan will rebuild Gaza, create jobs, and establish a special economic zone, ensuring freedom of movement for those who choose to leave or stay.
13–14. Hamas and other factions will have no governance role, and all military infrastructure will be dismantled under international supervision. - A Temporary International Stabilization Force (ISF) will be deployed to Gaza, supporting trained Palestinian police and securing borders with Egypt and Israel.
- Israel will not annex Gaza, and the IDF will withdraw gradually under coordinated demilitarization standards while maintaining security perimeters until the region is stabilized.
17–20. The plan includes humanitarian operations, ongoing dialogue programs, and measures for Palestinian self-determination once reform and redevelopment are implemented, aiming for long-term peaceful coexistence and prosperity.
The White House emphasized that the plan combines security, governance, humanitarian assistance, and economic reconstruction, seeking to end the cycle of violence while establishing a stable and prosperous Gaza.
