U.S.-based Albanian expert explains: Why did Trump draft a Defense Plan for Kosovo?

Ermal Frashëri, a lecturer and expert based in the United States, commented on the participation of Kosovo’s President Vjosa Osmani at the World Economic Forum in Davos, where she took part in signing the founding act of the “Peace Board” for Gaza, during the TV show Balkan Talks.

Frashëri also addressed Osmani’s expression of gratitude toward former U.S. President Donald Trump for authorizing Kosovo’s national defense.

According to the expert, Kosovo’s inclusion in a federal act approved by the U.S. Congress represents a significant development. He emphasized that this act creates clear predictability for Kosovo and ensures heightened attention from the U.S. administration.

“I saw it as a pleasant surprise that such attention to Kosovo is reflected in a mechanism approved by Congress. For Congress to be so specific as to introduce predictability for Kosovo and a set of actions that draw the U.S. administration’s attention to place greater importance on Kosovo is something that does not usually happen.

Finally, Kosovo has managed to achieve lobbying in Congress strong enough to embed such predictability into a federal act.

On the other hand, I think President Osmani did well to thank Trump. Even though this is an act of Congress, thanking Trump’s leadership is the right move. I believe this will add a personal dimension and create a reference point for Kosovo in its relations with the State Department.

I have the impression that in every future discussion, the attention of the State Department will be conditioned by the provisions included in the defense act. This is a type of intervention that does not happen often. Kosovo has managed to translate this attention into legislation,” said Ermal Frashëri.
