U.S. Sanctions Against Russian Hackers

The United States imposed sanctions on Friday against two leaders of the Russian hacker network “Cyber Army of Russia Reborn,” highlighting their role against critical American infrastructure, said the Treasury Department.

Yuliya Vladimirovna Pankratova and Denis Olegovich Degtyarenko are the leaders and principal hackers of the group, according to a statement released by the Treasury Department.

The hacker group, known as CARR, has carried out cyberattacks against Ukraine, states, and companies that support it. Last year, CARR claimed responsibility for attacks on several critical infrastructure projects in the United States and Europe, the statement said.

“CARR’s and its members’ efforts against our critical infrastructure pose an unacceptable threat to our citizens and communities, with dangerous consequences,” said Brian Nelson, Under Secretary of the Treasury for Terrorism and Financial Intelligence.
