“Unfounded Refusal…”: PZAP Rejects PDK’s Request for Revote in Mitrovica

Voices claiming irregularities and vote theft in South Mitrovica were widespread last week. Despite complaints and the request for a revote from the Democratic Party of Kosovo (PDK), it was not accepted by the Electoral Complaints and Appeals Panel (PZAP).

The PZAP rejected the complaint submitted by the PDK, which requested the repetition of the electoral process in South Mitrovica. In the decision published today, PZAP stated that the claims of irregularities during vote counting were not substantiated.

In the decision dated November 14, 2025, the Panel noted that PDK’s allegations of ballot manipulation and compromise of electoral integrity were not verified.

“The unfounded complaint of the political subject Democratic Party of Kosovo (PDK)… requesting the CEC to repeat the electoral process in the Municipality of South Mitrovica is REJECTED,” the decision reads.

PZAP emphasized that, according to verifications conducted by the Central Election Commission (CEC) and relevant commissions, the detected errors were technical, related to the printing of polling station codes on some ballots, and did not affect the election results nor “constitute a compromise of vote integrity.”

The reasoning states: “The identified error is exclusively technical and limited to the printing of polling station codes on some of the last batches of ballots… and did not affect the voters’ expressed will.”

The Panel also noted that during verification, “no ballot dedicated to one polling station was transferred to another polling station,” while the serial numbers of the ballots matched the CEC’s records and lists.

PZAP concluded that the legal conditions for a revote or repetition of the process were not met, affirming that the elections were conducted in accordance with the rules.
