According to Reuters, the USA has signaled to President Volodymyr Zelenskiy that Ukraine should accept a USA-crafted framework to end the war with Russia, which includes territorial concessions and a reduction of military forces. Sources familiar with the matter said the plan outlines key points Washington wants Kyiv to agree to, even though Ukraine had no role in preparing the proposals.

USA Plan: Territorial and Military Concessions

The proposed framework reportedly includes:

  • Ceding certain territories to Russia, effectively recognizing Russian gains in eastern Ukraine.
  • Reducing the size of Ukraine’s armed forces, a move seen as highly sensitive and controversial within Kyiv.
  • Limiting certain weapons programs to align with the proposed peace framework.

This plan presents a major challenge for President Zelenskiy, who is also facing domestic political turmoil, including the recent parliamentary dismissal of the energy and justice ministers due to corruption allegations.

“Kyiv has received ‘signals’ regarding a series of USA proposals to end the war that Washington has discussed with Russia. Ukraine was not involved in drafting these proposals,” said an unnamed senior Ukrainian official.

Diplomatic Moves and Rising Tensions

President Zelenskiy met with Turkish President Tayyip Erdogan in Turkey on Wednesday and is scheduled to meet with USA military officials in Kyiv on Thursday.

The mere announcement of renewed USA-led peace efforts caused Ukraine’s government bond yields to spike, reflecting heightened investor concern over potential territorial losses.

Meanwhile, no direct talks between Kyiv and Moscow have occurred since a July meeting in Istanbul. Russian forces continue to attack Ukrainian positions, including recent airstrikes that killed 25 people overnight.

Russia’s Position and Ukraine’s Response

President Vladimir Putin has long demanded that Ukraine abandon plans to join NATO and withdraw its troops from four Russian-claimed provinces. Moscow has shown no indication of softening these demands, while Ukraine has maintained that it will not accept forced concessions.
