The Central Election Commission (CEC) has announced that the registration period for voters with special needs for the upcoming runoff will begin on October 29 and end on November 4.
To facilitate voting for registered individuals, the CEC will deploy mobile teams on November 9, the day of the runoff.
A dedicated platform is available for registration: vpnv.kqz-ks.org.
Registration will be coordinated with relevant institutions and can be completed electronically or physically at the Municipal Election Commission in the voter’s municipality.
Categories of Voters with Special Needs
- Voters Unable to Leave Their Homes:
Voters with legal capacity who cannot vote in person due to physical, health, or other disabilities. Those already registered in the first round do not need to register again. - Voters with Limited Mobility in Institutions:
Includes hospitalized individuals, elderly residents in care homes, people in mental health facilities, prisoners, and pre-trial detainees. The CEC will update registration lists in cooperation with the respective institutions. - Voters in Special Circumstances:
Includes voters who cannot attend polling stations due to security reasons or house arrest. Registration for this category can be done through the CEC’s platform or with the assistance of the Municipal Election Commission.
