The Special Prosecution of Kosovo has filed an indictment against three individuals — J.V., D.V., and I.D. — following a joint investigation with the Kosovo Police and European partners regarding the explosive attack on the “Ibër-Lepenc” water canal.
The suspects face several serious charges, including “Endangering the Constitutional Order through Destruction of Public Installations,” “Commission of a Terrorist Act,” “Unauthorized Possession of Weapons,” and “Espionage.”
According to the indictment, on 29 November 2024 in the village of Varagë, Zubin Potok, suspects J.V. and D.V., along with unidentified accomplices, placed approximately 20 kilograms of TNT explosive inside the Ibër-Lepenc canal. The device was reportedly detonated using a bag tied with a rope to a concrete pillar, causing:
- Severe structural damage to the canal
- Disruption of drinking water supply
- Risks to electricity production
- Financial damage amounting to €376,774.70
The Special Prosecution states that the suspects’ actions constitute terrorism-related offenses and a direct threat to Kosovo’s constitutional and public security infrastructure.
The Espionage Charge: A Serbian Military Intelligence Colonel
Among the three, J.V. faces the most serious additional accusation — espionage. According to the indictment:
- J.V. was recruited by Serbia’s Military Intelligence Service (Vojnoobaveštajna Agencija – VOA)
- He acted with the rank of Colonel
- He allegedly collected classified information and documents inside Kosovo
- The goal was to use this intelligence to support illegal and destabilizing activities within Kosovo
His alleged role directly ties the case to Serbia’s intelligence structures, although Serbian authorities, as usual, have denied any involvement.
Kosovo’s institutions previously assessed the explosion as a “terrorist attack,” underlining its severity and its potential geopolitical implications.
