Will the 53rd Attempt Be the One? Tomorrow Marks the “Final Opportunity” to Constitute Kosovo’s Assembly

Despite 52 previous attempts, Kosovo’s newly elected Assembly, resulting from the February 9 elections, remains unconstituted as of today.

In a now familiar scene, the session’s chair, Avni Dehari, once again interrupted speeches from opposition MPs including Vlora Çitaku (PDK), Hykmete Bajrami (LDK), and Time Kadrijaj (AAK) — further deepening the institutional impasse.

The next and possibly final attempt to constitute the Assembly is scheduled for tomorrow, which coincides with the last available session before the Constitutional Court’s ruling takes effect. On June 27, the Court gave deputies a 30-day deadline to form the Assembly.

Starting July 27 until August 8, a temporary injunction by the Constitutional Court will prohibit any actions related to the constituting of the Assembly. This means that if tomorrow’s session fails, deputies will legally be barred from taking further steps until the August 8 deadline expires.

Political factions remain locked in deadlock, unable to reach a compromise over electing the Speaker of the Assembly, thereby stalling the formation of Kosovo’s post-election institutions.
