Members of the Assembly of Kosovo received today their base salary of €1,913 for the month of September, despite not having worked a single day during this period. The Constitutional Court imposed an interim measure from September 5 to September 30, which prohibited any activity or action by the elected deputies of the Assembly of Kosovo.
Sources from within the Assembly confirmed to KP that by this afternoon, deputies had their base salaries of €1,913 deposited into their bank accounts for September.
Throughout the month of September, the Assembly remained under the interim measure due to the Court’s ruling, meaning deputies did not carry out any official work.
KP also sought clarification from the Assembly of Kosovo regarding the execution of September salaries for deputies during this interim suspension, but by the time of publication, no response had been received.
During the period of suspension, deputies were prohibited from any activity or decision-making.
Kosovo has yet to establish new institutions, eight months after the parliamentary elections of February 9.
The constitutive session of the Assembly was closed on August 30 by Speaker Dimal Basha, despite deputies’ failure to elect a vice-speaker from the Serb community, alongside the already elected speaker and four other vice-speakers.
Basha justified his decision by saying that it was undertaken to avoid state paralysis and allow the Assembly to continue its work, thereby enabling the formation of the new government following the February 9 parliamentary elections.
However, today the Constitutional Court of Kosovo announced that the constitutive session of the Assembly has not been completed.
The Court ruled that the session of April 15, 2025, cannot be considered concluded due to the failure to elect a vice-speaker from the Serb community. Therefore, the Assembly has not been constituted in compliance with paragraph 1 of Article 66 [Election and Mandate] and paragraphs 1 and 4 of Article 67 [Election of the President and Vice Presidents] of the Constitution of the Republic of Kosovo.
