The World Bank’s Board of Executive Directors has approved an additional $80 million in funding to support the modernization and digital transformation of Albania’s public sector, aiming to enhance access to key services, especially for vulnerable groups.
The funding builds on the progress of the initial $65 million GovTech project, which focuses on improving public service accessibility and quality. Current initiatives under the project include upgrading the E-Albania platform, establishing innovation centers for youth to develop digital skills, and launching 200 SmartLabs in elementary schools to enhance literacy, numeracy, and digital competencies.
According to the World Bank, Albania has made significant strides in modernizing its public sector, but further improvements are needed. The newly approved funding will expand the program in three key areas:
- Digitization of Local Government Services – Enhancing efficiency in administrative services for municipalities.
- AI-Based Public Procurement Platform – Increasing transparency, efficiency, and accountability in government contracts.
- Public Finance Management System – Accelerating and improving budget management at central and local levels.
Simon Carl O’Meally, project director, stated that the funding is expected to boost online public service applications by at least 25%, improving accessibility for all citizens, including people with disabilities.
