Ukrainian President Volodymyr Zelensky has called for a direct meeting with U.S. President Donald Trump to address the most sensitive issues in a potential peace agreement with Russia, particularly territorial control, following the latest round of U.S.–Ukraine talks.

In comments released by his office on Wednesday, Zelensky said Ukrainian and American delegations had made incremental progress toward finalizing a 20-point peace framework during weekend negotiations in Miami, Telegrafi reported.

“This is a document referred to as a framework — a foundational document for ending the war, a political document between us, America, Europe, and the Russians,” Zelensky said.

He stressed that territorial questions cannot be resolved at lower levels, insisting they must be discussed directly by national leaders.

“We are ready for a meeting with the United States at the leadership level to address sensitive issues. Issues such as territorial matters must be discussed at the leadership level,” Zelensky added.

U.S. President Trump has repeatedly stated his desire to end Europe’s deadliest war since World War II, but has so far struggled to secure major concessions from either side.

Kyiv has been pressing Washington to revise a proposed peace plan, after a draft revealed last month appeared to mirror key Russian demands, including calls for Ukraine to cede additional territory, renounce future military alliances, and accept limitations on its armed forces.

Ukrainian officials warn that such conditions would leave the country vulnerable to future Russian aggression, noting that Russia first invaded Ukraine in 2014 and launched a full-scale invasion in 2022.

Zelensky’s call for a direct meeting underscores Ukraine’s position that any lasting peace must preserve sovereignty and security, and that decisions over territory cannot be imposed without Ukraine’s full consent at the highest political level.
