Zelensky Says He Is “Ready to Call a Referendum on Trump’s Ceasefire Plan”

Ukrainian President Volodymyr Zelensky is set to discuss territorial issues—the main obstacles in negotiations to end the war—with U.S. President Donald Trump in Florida on Sunday, as a 20-point peace framework and a security guarantees agreement near completion.

Announcing the meeting, Zelensky said, “Many things could be settled before the New Year,” while Washington is making efforts to end Russia’s full-scale war in Ukraine, the deadliest conflict in Europe since World War II.

“With regard to sensitive issues: we will discuss both Donbas and the Zaporizhzhia nuclear power plant. Of course, we will also discuss other matters,” he told journalists in a WhatsApp conversation.

Axios later quoted Zelensky saying he hoped to agree on a peace framework with Trump during the meeting and that he would be ready to bring that framework to a referendum in Ukraine if Russia agrees to a ceasefire.

Moscow wants Ukraine to withdraw from parts of the eastern Donetsk region that Russian forces have failed to capture over nearly four years of war, while seeking full control of Donbas, which includes Donetsk and Luhansk regions. Kyiv, on the other hand, wants fighting to stop along the current battle lines.
