Zelensky to European Council President: EU Membership Is Ukraine’s Main Security Guarantee

Ukrainian President Volodymyr Zelensky held talks with European Council President António Costa to discuss security guarantees and the progress of Ukraine’s EU accession process.

“I spoke with European Council President António Costa… We discussed the development of security guarantees. Work is now underway to finalize all components, which will consist of three blocks. One of the key guarantees we see is Ukraine’s membership in the European Union. We expect that soon, together with Moldova, we will make progress on this issue,” Zelensky wrote on Telegram.

The Ukrainian president also confirmed that discussions included additional funding for domestic drone production and the implementation of the SAFE and PURL initiatives. According to Zelensky, Costa expressed readiness to help make these instruments even more effective.

Both sides agreed to hold a future meeting in Ukraine.

“Ukraine has repeatedly declared its readiness for a summit at the leadership level. We have discussed this with President Trump and with our European partners. However, we see no signs of such readiness from Russia,” Zelensky added.
