Ukrainian President Volodymyr Zelensky said Ukraine is not losing the war, stressing that the real question is whether the country will ultimately win — a goal he described as very costly.

Speaking just days before the fourth anniversary of Russia’s invasion, Zelensky assessed the battlefield situation and rejected fears of an imminent defeat, saying Ukrainian forces are regaining territory in the south.

At the same time, Kaja Kallas said the conflict remains largely at a stalemate, noting that the latest round of negotiations in Geneva produced no significant progress and accusing Moscow of delaying peace efforts.

The European Commission plans to mark the invasion’s anniversary with another round of sanctions against Russia, signaling continued support for Ukraine. However, approval of the 20th sanctions package is uncertain.

A proposed full ban on maritime services for Russian oil tankers remains a key sticking point, with countries such as Malta and Cyprus hesitant because of their economic dependence on the sector.

Meanwhile, the European Union must also navigate resistance from the governments of Slovakia and Hungary, which could complicate final approval of the new sanctions.
