ZRRE’s Decision Suspended by Court, Vokshi: Suppliers Cannot Penalize Businesses

Krenare Vokshi, a lawyer who currently serves as an external advisor to the President of the Kosovo Chamber of Commerce (OEK), has spoken about the Energy Regulatory Office’s (ZRRE) decision regarding the transition of businesses to the free electricity market.

Vokshi stated that the Commercial Court, through its ruling dated July 29, has taken the issue of businesses entering the free energy market very seriously.

According to her, the court not only suspended the implementation of ZRRE’s decision with immediate effect, but also found that the decision was illegal both in substance and in form.

“What is important to emphasize is that through this ruling, point four of ZRRE’s decision—which stipulated the automatic transition to the free market—has been annulled,” Vokshi said during an appearance on the show FIVE.

She added:

“Failure to comply with a court ruling in this case constitutes a violation in itself—specifically, it is a criminal offense. The suspension has immediate effect, which all businesses must take into account. Furthermore, as long as this ruling is in force—it is not permanent, but valid for a certain period— suppliers cannot take punitive measures against businesses that do not accept supply at market prices. This also includes prohibiting any threats to cut off electricity supply… the suspension remains in force.”**
