Residents of Kosovo who do not yet possess Kosovan identification can now submit applications using documents issued in Serbia. The Municipality of Zveçan announced that citizens can more easily exercise their rights through this accelerated process.

Stevan Đokić, Director of Administration at the Municipality of Zveçan, explained that the procedure covers the period from June 10, 1999, to March 16, 2026, and will remain open for the next three months. “This is an opportunity for all citizens who have previously faced difficulties or delays with civil registry offices to obtain Kosovan documents,” Đokić said.

Citizens are advised to contact the civil registry office for guidance and to provide the necessary documentation. For those born in central Serbia but residing in Kosovo, rights to Kosovan documents can be established using parents’ identification.

“Residents only need a certificate from the Serbian civil registry—whether a birth, death, or marriage certificate—along with parents’ documents and Kosovan ID cards, to exercise their rights,” Đokić added.

The Serbian List encouraged citizens, especially those whose previous applications were denied or left unanswered, to take advantage of this option. Employees in healthcare, education, and students can secure residency through their institutions, while discussions regarding vehicle registration and related issues are ongoing.
