New evidence obtained from the espionage file shows that Jelena Đukanović reported to a BIA agent, Aleksandar Vlajić, even about her direct superior, the American Jeff Bieley, labeling him with offensive language and attempting to link him to the Kosovo Liberation Army.

“An idiot in a UÇK uniform”

In her communications, Đukanović expresses open hatred toward Jeff Bieley, who held the position of Director of Political Affairs at the OSCE Mission in Kosovo. She describes him as an “idiot” and shares with Serbian agents a detail she considered “incriminating” in the eyes of Belgrade – the possession of a photograph of himself in a UÇK uniform.

“Unfortunately for us in the office, the head of mission… is Jeff Bieley, an idiot who worked for the ICO and who kept a photo of himself in a UÇK uniform on his office desk,” Đukanović reports, attempting to build the profile of an international official who is entirely on the side of Albanians.

Targeting connections with Drenica

Đukanović reports to the BIA that Bieley maintains regular contacts with people from Skenderaj and Drenas, suggesting that he enjoys great respect in those areas. For the Serbian intelligence service, this information served to build the narrative that the OSCE is led by “anti-Serb” individuals connected to the war. This case is considered a serious security breach, as Đukanović used the trust of the office and her proximity to superiors to “sell” them to a foreign intelligence service.

The denigration of Bieley’s figure shows that she was instructed to find any weak point of Western diplomats in order to discredit them.
