At the Basic Court in Pristina, during the initial hearing in the case concerning the 2022 barricades in the municipality of Zvecan, proceedings were separated for defendants Milos Radosavljevic and Dusan Dobrac after they reached plea agreements with the Prosecution.
It was announced at the outset that defendant Nenad Orlovic was absent, as was the defence counsel for defendant Srdjan Vucinic, attorney Bogdan Lazic.
In this case, Dusan Maksimovic, Milos Radosavljevic, Nemanja Jolovic, Dusan Dobrac, Srdjan Vucinic and Nenad Orlovic are charged with criminal offences against the constitutional order, specifically in connection with the blocking of roads in the municipality of Zvecan in 2022, reports Betimi per Drejtesi.
The presiding judge, Rrahman Beqiri, said that defendant Nenad Orlovic was absent and that the court had once again issued an arrest warrant for him. According to a Kosovo Police report dated August 27, 2026, officers went to execute the warrant but did not find Orlovic at his registered residence. Neighbours reportedly stated that he lives in Serbia.
Defence attorney Petrovic was also initially absent. His client, Nemanja Jolovic, said he had spoken to him by telephone and had been informed that the lawyer had been involved in a traffic accident.
Attorney Bogdan Lazic, defence counsel for Srdjan Vucinic, was also absent and had informed the court by email that he was unable to attend for health reasons.
Those present at the hearing included Special Prosecutor Admir Shala; defendant Dusan Maksimovic and his lawyer Milos Nikolic; defendant Milos Radosavljevic and his lawyer Mahmut Halimi; defendant Dusan Dobrac and his lawyer Boban Petkovic; defendant Srdjan Vucinic; defendant Nemanja Jolovic; and the defence counsel for Orlovic, attorney Donjeta Leka.
Judge Beqiri briefly suspended the hearing for five minutes to clarify the circumstances surrounding attorney Petrovic’s absence. The lawyer subsequently appeared at the hearing.
Following the five-minute recess, Judge Beqiri stated that, given the absence of defendant Nenad Orlovic and attorney Bogdan Lazic, and considering that the case file contained two plea agreements involving defendants Milos Radosavljevic and Dusan Dobrac, the court had invited the parties to consider separating the proceedings so that the plea agreements could be addressed that day.
Special Prosecutor Admir Shala said the prosecution did not oppose separating the proceedings in the interest of procedural efficiency.
Radosavljevic’s defence counsel, Mahmut Halimi, also requested that the proceedings be separated due to the plea agreement.
Dobrac’s lawyer, Boban Petkovic, likewise did not object to the separation, citing the agreement reached with the prosecution.
Both defendants supported their lawyers’ positions and confirmed their agreement with the separation of proceedings.
Judge Beqiri stated that, after hearing the parties and considering that plea agreements had been reached with the two defendants, the court had decided to separate their cases.
The proceedings concerning Radosavljevic were separated in relation to the charge of “joining in unconstitutional activities with the aim of attacking the constitutional order,” while Dobrac faces charges of “joining in unconstitutional activities with the aim of attacking the constitutional order” and “obstructing an official person in the performance of official duties.”
Meanwhile, due to the absence of defendant Orlovic and attorney Lazic, the initial hearing for the remaining defendants was postponed until September 15.
On July 20, 2026, the initial hearing in the case also failed to take place due to the absence of defendant Nenad Orlovic and the defence counsel for defendant Milos Radosavljevic, attorney Mahmut Halimi.
The Special Prosecution of the Republic of Kosovo (SPRK) filed the indictment on June 10, 2026, against Dusan Maksimovic — who has been convicted and sentenced to life imprisonment for the Banjska attack — as well as Milos Radosavljevic, Nemanja Jolovic, Dusan Dobrac, Srdjan Vucinic and Nenad Orlovic, over offences against the constitutional order related to the blocking of roads in the municipality of Zvecan in 2022.
According to the indictment, the alleged criminal group was led by Milan Radoicic, who remains beyond the reach of justice, resulting in the suspension of investigations against him in this case.
“The criminal group, headed by Milan Radoicic, planned the strategy for the blockade, coordination and logistics, monitored the Kosovo Police, and positioned citizens and personnel at strategic locations by establishing road barricades and digging trenches or creating military positions at numerous strategic points in the northern part of the Republic of Kosovo,” the indictment prepared by Special Prosecutor Admir Shala states.
The SPRK also announced that investigations against 11 suspects identified by initials had been suspended because they remain beyond the reach of law-enforcement authorities. Milan Radoicic is among those individuals.
