Leaders and senior representatives from European countries and international institutions will gather in Miločer, near Budva, Montenegro, on Thursday, October 22, for the Berlin Process Leaders’ Summit. According to the attendance list published by Montenegro’s government, Kosovo Prime Minister Albin Kurti and Albanian Prime Minister Edi Rama are among the invited participants.
European Commissioner for Enlargement Marta Kos will also attend the summit and hold meetings with Montenegrin and regional officials during her visit on Wednesday and Thursday.
Kos is scheduled to meet Montenegrin President Jakov Milatović, Parliament Speaker Andrija Mandić, opposition representatives and Prime Minister Milojko Spajić to discuss the country’s progress toward EU membership, political dialogue and reforms.
Montenegrin media report that Kos is also expected to meet Kurti to discuss recent developments in Kosovo.
The summit’s main topics will include regional cooperation, connectivity and European integration across the Western Balkans.
Other expected participants include German Chancellor Friedrich Merz, Serbian Prime Minister Đuro Macut, North Macedonian Prime Minister Hristijan Mickoski, Croatian Prime Minister Andrej Plenković and Austrian Chancellor Christian Stocker, alongside representatives of major international financial institutions and regional organizations.
The gathering comes as Western Balkan countries continue to pursue EU membership amid ongoing political challenges and the need for deeper regional cooperation.
Will this summit deliver concrete progress toward EU integration, or will the region’s political divisions continue to hold it back?
