Security Challenges: Osmani: Our Institutions Must Be Ready and Coordinated at All Times

Kosovo’s President, Vjosa Osmani, emphasized that national resilience is the foundation upon which security, development, and the future of the country are built. Speaking at the “National Resilience – Challenges and the Road Ahead” conference, Osmani stated that national resilience is more than just a necessity. She stressed that institutions must be ready and coordinated at all times to face any security challenges, including hybrid attacks and cyber threats.

Osmani highlighted that protection against hybrid attacks is crucial, and she stressed that the country must be prepared for both current and future security challenges.

“National resilience is the foundation on which security, development, and our future as a state are built. A state is only as secure as its security links are strong, especially in an era when security threats are more complex than ever, from conventional wars to hybrid attacks and cyber challenges. Kosovo must be ready to face today’s challenges and those of the future. We need a security architecture that is innovative, flexible, and prepared to confront every scenario. Kosovo has historically demonstrated resilience, and it is our responsibility to turn it into a long-term strategy for national defense and security. Security is not just the absence of threats but resilience in the face of any situation we encounter. The national comprehensive defense program represents a concrete commitment to building a strong and resilient defense system. In this regard, strengthening our defense capacities and NATO integration are strongly interconnected.”

Osmani also reaffirmed that the development of the Kosovo Security Force (KSF) according to NATO standards remains a strategic and national priority, aiming for a modern, interoperable army ready to face any challenge alongside allied forces in NATO.

“Investing continuously in armament, military personnel, and their well-being is vital, just as investing in other security institutions is. In a world where hybrid threats are becoming more sophisticated, economic resilience is just as important. Protection against hybrid attacks is necessary, and our state must invest in improving critical infrastructure and developing a sustainable economy, with a focus on energy security and protecting sustainable systems. A strong economy supports defense. Our institutions must be ready and coordinated at all times. To be prepared to face these security challenges, we need the comprehensive involvement of all sectors of our society. The example of our response to the attack on the Ibar Lepenc showed the importance of inter-institutional coordination and, above all, the professionalism of security institutions,” Osmani stated.
