CEC: Voting Period Abroad Ends on November 8

Voters outside Kosovo have only one more day to exercise their right to vote in the second round of mayoral elections in the municipalities holding runoffs.

This process, which began on October 27, will conclude tomorrow, one day before polling stations open in Kosovo on Sunday, November 9.

The Central Election Commission (CEC) has also urged voters abroad who have not yet received their ballot packages to check their mailboxes.

“Following communication with the Kosovo Post, we inform that a number of undelivered packages in certain countries show that recipients were left a notice for pickup. Therefore, it is necessary to check mailboxes, as these notifications may have been overlooked,” the CEC stated.

The postal voting period for the second round of mayoral elections applies only to 29,712 citizens of the Republic of Kosovo who were successfully registered as voters abroad during the designated registration period from July 23 to August 29.

“In accordance with the obligations established in Electoral Regulation No. 04/2025 on registration and voting abroad, the CEC will ensure that registered voters abroad receive their ballot packages by mail. The package sent to the voter contains: the ballot; the secrecy envelope; instructions on how to complete the ballot and how to vote by mail; and the return envelope with a sealing strip,” the CEC announcement states.

The Central Election Commission emphasized that it is the voter’s responsibility to submit the ballot package into one of the CEC’s postal boxes.

“For most of these envelopes, the CEC has pre-marked the address of the postal box in the voter’s respective country. In cases where the address is not indicated by the CEC, the voter must write one of the addresses of the CEC postal boxes,” the institution explained.
