Kallas Calls for Swift Formation of Institutions in Kosovo After Elections

The European Union’s High Representative for Foreign Affairs and Security Policy, Kaja Kallas, has called for the rapid formation of new institutions in Kosovo following the December 28 parliamentary elections, expressing her readiness to engage with Prishtina’s official authorities.

EU Moving Toward Lifting Measures Against Kosovo

Kallas confirmed that the European Union is moving forward with the gradual lifting of restrictive measures imposed on Kosovo. In this context, she reiterated that €216 million in financial assistance has already been disbursed, following the orderly transfer of power in local governance after the most recent municipal elections.

She added that an additional €205 million in funding is expected to be released at the beginning of next year, further underlining the EU’s financial commitment to Kosovo.

Call for Accelerated EU-Related Reforms

In a statement issued after election day, Kallas stressed that the new Government of Kosovo must double its efforts on long-overdue reforms linked to the European Union. She assessed that the electoral process demonstrated a strong commitment to democratic principles, praising the conduct of the vote.

Urgent Ratification of Growth Plan Agreements

The EU’s top diplomat made a specific appeal to the newly constituted Assembly of Kosovo to immediately ratify agreements related to the EU Growth Plan.

“The Growth Plan for the Western Balkans is a time-limited instrument, approved for the period 2024–2027, and it is in Kosovo’s interest for ratification to take place as soon as possible,” Kallas said. “This will allow Kosovo to fully benefit from all the opportunities the plan offers, to the advantage of its population.”

Normalization With Serbia Remains Essential

Kallas also emphasized that the normalization of relations between Kosovo and Serbia remains the only viable path for both sides to advance in their European integration processes.

“We expect all obligations stemming from the Agreement on the Path to Normalization, as well as all previous dialogue agreements, to be implemented without delay and without additional preconditions,” she underlined.

She reaffirmed the EU’s readiness to organize a high-level political meeting as soon as conditions allow, signaling continued engagement in the Belgrade–Prishtina dialogue.
