Montenegro has successfully closed Chapter 32 on financial control in its European Union accession negotiations.

European Commissioner for Enlargement, Marta Kos, described the move as a strong start to the year for Montenegro and expressed optimism that the country could complete accession talks by the end of 2026.

“Montenegro is on track to close all remaining chapters by year-end,” Kos said.

Montenegrin Prime Minister Milojko Spajić, representing the country at the Intergovernmental Conference, called the closure of Chapter 32 “fundamental” and expressed confidence in continued progress:

“Last year was impressive for Montenegro, but I believe this year will surpass it,” Spajić said.

Deputy Minister for European Affairs of Cyprus, Marilena Raouna, emphasized that EU enlargement remains a strategic geopolitical priority and stressed the importance of a credible, merit-based accession process for Montenegro and other candidate countries.

Montenegro has opened all 33 negotiating chapters, temporarily closing 13 so far, and continues to be considered a leader among EU candidates. While individual chapter agreements are not final until a comprehensive accession deal is reached, Montenegro’s progress positions it well to potentially complete all chapters within 2026.
