Parliament Speaker Glauk Konjufca stated that the European Union cannot draft the Association proposal on behalf of Kosovo, as doing so would mean the EU is usurping Kosovo’s state authority.
“I don’t think this is merely a condition. Anyone who sees the Franco-German proposal as a final document, a take-it-or-leave-it for Kosovo, believes that Kosovo has lost a crucial state authority,” Konjufca told reporters after a parliamentary meeting.
He emphasized that Kosovo has the authority to draft the Association proposal itself.
“It is Kosovo’s competence to draft the proposal. The EU cannot propose the Association draft on behalf of Kosovo. This would mean the EU is taking away Kosovo’s state authority,” he added.
Konjufca noted that while the EU can criticize Kosovo for delays, there was no specific deadline for submitting the document.
“Imposing this on Kosovo, saying, ‘this is the only document, 20 pages, that must go to the Constitutional Court’ – I think this is not only unfair to Kosovo but also reflects a discriminatory EU approach that treats Kosovo as a non-state. Therefore, Kosovo must defend its right to the end. Kosovo’s right is to sit with the EU and clarify definitively who has this authority – Kosovo or the EU. I believe it is Kosovo. Whether we’re late or not, we’re already under EU measures and paying the price for delay, but this delay shouldn’t cost us our authority,” Konjufca asserted.
He further emphasized that the EU cannot impose a ready-made document on Kosovo, saying, “This is what we wrote; submit this.”
“This is not Kosovo’s version; it’s the EU’s version. The EU’s version can be a consultative draft, from which we can take certain clauses that are reasonable for us. I am against this approach, which I would call a discriminatory EU stance and a denial of Kosovo’s statehood,” Konjufca stated.
Konjufca: For Serbia, the Ohrid Agreement Means Only the Association
Konjufca also commented that he does not expect additional measures against Kosovo for its lack of progress on the EU’s request to establish the Association of Serb-majority municipalities.
“I don’t think there will be additional measures, but the question is how to remove the existing ones. There are now voices within the EU that these measures should be lifted because they have been unproductive regarding Kosovo. We’ve had these measures for some time, yet the results show we’re in a situation where Serbia has essentially rejected the Ohrid Agreement. For Serbia, it’s merely an Association of Municipalities, disregarding any points favorable to Kosovo’s interests. Brnabić’s letter to the EU made this clear. From that political stance to the Banjskë attack, they have declared the Ohrid Agreement dead. So, where does Kosovo’s fault lie in this? Why should we face sanctions? Serbia, through both political actions and concrete support of Radoičić’s terrorist group, has demonstrated it no longer respects the Ohrid Agreement,” Konjufca concluded.
