Exactly four months after Kosovo declared its independence, its Constitution entered into force on June 15, 2008. This foundational document defines Kosovo as an independent, sovereign, democratic, unique, and indivisible state.
The Constitution establishes the Republic of Kosovo as a secular state and a multi-ethnic society, comprised of Albanians and other communities. Its entry into force marked the beginning of the implementation of the plan by the former United Nations chief negotiator, Martti Ahtisaari.
The entry into force of the Constitution heralded a new period of political development. Kosovo’s institutions managed to prepare and adopt 40 laws proposed by the Ahtisaari Package within a short period.
The implementation of the Constitution has been opposed by representatives of Serbs who disagreed with Kosovo’s declaration of independence. To date, Kosovo’s independence has been recognized by 118 countries worldwide.
