Moore: Kosovo Was Pressured to Establish the Special Court Due to Various Concerns

Former U.S. diplomat Jonathan Moore, speaking tonight on Rubikon, revealed details from discussions held eleven years ago regarding the establishment of the Specialist Chambers of the Special Court.

According to Moore, there was a wide range of concerns at the time, which led to the important decision that the court should be created outside of Kosovo’s territory.

He emphasized that ensuring a safe environment for witnesses to testify freely was seen as crucial.

“There were all kinds of concerns regarding the ability to hold fair trials, where witnesses would be fully safe and protected to testify. There were many accusations and concerns we were discussing back then, before 2014. I was in no way responsible for deciding what the prosecutors would pursue. I was never involved in the process of determining what the prosecution should or should not follow up on. At that time, based on the instructions I received as a diplomat, there was a list of concerns regarding statements that had been made about the so-called ‘Yellow House’ and other issues, which we discussed — and so did others in the International Community. But no decision was ever taken by me; I was simply engaged in the State Department’s role on this matter. That was 11 years ago. The court has since begun its work, and now it remains to be seen how it will proceed and what decisions will ultimately be made,” Moore said.
