Acting Finance Minister Hekuran Murati stated on November 13, 2025, that the budgets for RTK, Prishtina, Gjilan, Zubin Potok, as well as the 2026 national budget and EU Growth Plan, are currently blocked by the opposition.
Murati claimed that the opposition is refusing to form the necessary parliamentary committees, which are required to approve these budgets and agreements.
“The budget for RTK, the 2025 budgets for Prishtina, Gjilan, and Zubin Potok, the 2026 national budget, the EU Growth Plan, and the World Bank agreement are all being blocked because the opposition refuses to establish the permanent parliamentary committees, which are independent of government or opposition designation,” Murati said.
Key Points Highlighted by Murati
- RTK funding is delayed.
- Municipal budgets for Prishtina, Gjilan, and Zubin Potok are on hold.
- The national budget for 2026 remains unapproved.
- The EU Growth Plan implementation is blocked.
- The World Bank agreement is also pending due to committee formation delays.
Murati emphasized that the delays are procedural, stemming from opposition actions rather than the content of the budgets themselves.
