Over 95% of Diaspora Postal Voting Ballots Successfully Distributed, Says CEC

More than 95% of ballot packages for diaspora voters registered for postal voting in Kosovo’s snap parliamentary elections have been successfully distributed within just four days, according to the Central Election Commission (CEC).

CEC spokesperson Valmir Elezi confirmed in a written response that the distribution process is being carried out by the CEC through a contracted economic operator and is progressing efficiently.

High Delivery Rate Across Europe and Beyond

According to official data, from December 16 to December 19, 2025, a total of 57,829 ballot packages were dispatched.

  • 55,152 packages (95.37%) were successfully delivered
  • 51,420 packages (95.82%) reached voters in European countries
  • 3,732 packages (89.58%) were delivered to voters outside Europe

Elezi noted that the delivery rate could have been even higher if voters had been present at their registered addresses at the time of delivery.

Delivery Attempts and Contractual Obligations

“The success rate could have reached nearly 99% if an additional 1,948 packages had been delivered, but voters were not at home during delivery attempts,” Elezi explained.

Under the terms of the contract, ballot packages must be delivered directly to the voter’s registered address and may only be received by the voter or an immediate family member, both of whom are required to sign upon receipt.
Additionally, postal operators are obligated to attempt delivery up to three times for each voter.

Postal Voting Available in 23 Countries

To ensure voting access for citizens registered for postal voting, postal ballot boxes are operational in 23 countries, including:

Australia, Austria, Belgium, Czech Republic, Denmark, France, Germany, Netherlands, Hungary, Italy, Canada, Kosovo, Croatia, Montenegro, North Macedonia, United Kingdom, Norway, United States, Albania, Slovenia, Sweden, Turkey, and Switzerland.

The CEC emphasized that the process aims to guarantee voting rights for Kosovo citizens living abroad while maintaining strict security and verification standards.
