On April 8, former Speaker Glauk Konjufca will convene a joint meeting with the leaders of political parties to discuss the organization of Kosovo’s constitutive parliamentary session scheduled for April 15. The meeting, confirmed by Ilir Kërçeli, Konjufca’s Chief of Cabinet, will take place at 12:00 PM.
President Vjosa Osmani has set April 15 as the date for the first session of the newly elected Assembly of Kosovo, during which the Speaker and Deputy Speakers will be elected, and newly elected MPs will take their oath.
As per Article 67 of the Constitution, the largest parliamentary group—in this case, Lëvizja Vetëvendosje—will propose the Speaker, who must be elected by a majority vote (61 out of 120 MPs). Additionally, five Deputy Speakers will be selected—three from the largest parties and two from non-majority communities.
Following the constitution of the Assembly, the next step is government formation. President Osmani will consult with parliamentary parties before officially nominating a Prime Ministerial candidate from the party or coalition holding a majority. The nominee must present the new government to Parliament within 15 days for approval by at least 61 MPs.
If the proposed government fails to secure a majority, the president has 10 days to nominate another candidate. If the second attempt also fails, the President will dissolve Parliament and call for new elections, which must take place within 40 days.
