Rama Files Constitutional Complaint Against Finance Ministry: €35 Million “Politically Blocked” from Capital’s Budget

The Mayor of Pristina, Përparim Rama, together with Deputy Mayor Shkëmb Manaj, has filed a constitutional complaint against Kosovo’s Ministry of Finance, accusing it of politically motivated budget obstruction.

Following the submission, Rama and Manaj held a press conference outside the Constitutional Court.

Deputy Mayor Shkëmb Manaj stated:

“For nine months now, this ministry has blocked Pristina’s budget. In our view, this represents a serious violation of the Constitution of Kosovo, as it undermines not only the budget but also the lives of our citizens. This is purely a political blockade.”

Mayor Rama emphasized that the dispute involves €35 million in funds legally belonging to the capital.

“The funds that legally belong to the Capital have been blocked for nine months. At various levels, this government has obstructed key projects — from the city’s ring road, where €82 million in free funding was blocked, to other initiatives deliberately halted by the minister for political reasons,” Rama declared.
