A building known as “Villa,” located within the former Ammunition Factory complex in Skenderaj, has been identified in the indictment filed by Kosovo’s Special Prosecution as the operational headquarters from which Serbian forces planned and coordinated the attack on the Jashari family compound in Prekaz i Poshtëm.
According to the indictment, the headquarters was used to assign responsibilities and determine the positions of Serbian special units that took part in the operation on March 5, 6 and 7, 1998.
The attack on the Jashari family and other residents of Prekaz remains among the most serious crimes committed during the Kosovo war. The indictment filed on September 4, 2026, provides details of the alleged planning, organization and execution of the operation.
According to prosecutors, the operational headquarters was established on March 4, 1998, and was led by Goran Radosavljević, also known as “Guri.” Commanders of Serbian special units from Belgrade, Novi Sad and Prishtina were also allegedly involved.
The prosecution alleges that the headquarters determined the roles of the units that would participate in the assault on the Jashari neighborhood.
The Special Operations Unit, commanded by Milorad Ulemek, known as “Legija,” was reportedly assigned to attack the homes of Shaban Jashari.
Other special units were assigned different directions of attack, while additional police formations were tasked with creating what the indictment describes as an “iron ring” around Prekaz i Poshtëm to prevent people from entering or leaving the area.
The plan was put into operation on March 5, 6 and 7, 1998.
According to the indictment, Serbian forces launched the assault on the Jashari neighborhood without warning, using heavy-caliber weapons, armored vehicles and tanks.
The Special Prosecution says the allegations concerning the planning and execution of the operation are supported by material evidence and witness testimony.
The indictment places the “Villa” headquarters at the center of the alleged command structure behind one of the defining episodes of the Kosovo war, providing prosecutors with a framework for examining how the operation was planned, coordinated and carried out.
