Daniel Serwer, professor at Johns Hopkins University, has warned Kosovo’s caretaker government about the decline in bilateral relations with the United States.

Serwer emphasized that the “most important” support is the American military presence in Kosovo.

“U.S. support is essential in many ways, but the most important relates to the presence of American soldiers on the ground. Kosovo will want to keep them there. And I think they should remain there,” Serwer told Radio Free Europe’s Expose program.

He further suggested that Kosovo should strengthen relations with other allies, especially at a time when, as he noted, the U.S. is distracted by other global priorities. In particular, he mentioned Japan, South Korea, and Greece.

“There are other options, even though none are as strong as the Americans. But if you gather a group of friends, you can somewhat compensate for the loss of American attention. I’m not sure whether the Government of Kosovo is doing this, and it is difficult for a caretaker government to do so,” Serwer added.
