Federal prosecutors in Germany have unsealed a sweeping anti-terrorism indictment against a suspected Iranian intelligence operative and his accomplice, accusing them of actively charting assassination plots and arson attacks against prominent Jewish figures and a former pro-Israel member of the German parliament.
The case, officially filed at the Higher Regional Court of Hamburg, marks another highly volatile chapter in the ongoing shadow war between European security services and the Islamic Revolutionary Guard Corps (IRGC).
The principal operative, a Danish national identified under privacy laws as Ali S., was apprehended during a coordinated counter-terrorism raid in Denmark last June. His co-conspirator, an Afghan citizen identified as Tawab M., was tracked down and arrested by German federal police in November.
The Targets: Political Figures and Local Business Owners
According to the federal indictment, the espionage cell was tasked with gathering precise, actionable tactical reconnaissance to facilitate lethal strikes inside Germany.

• Josef Schuster: President of the Central Council of Jews in Germany.
• Volker Beck: President of the German-Israeli Association & former MP.
• Berlin Merchants: Two prominent owners of Jewish kosher grocery stores.
• Operational Objective: Lethal targeted assassinations and coordinated arson.
The prosecution documents reveal that at the beginning of 2025, Ali S. received explicit orders from his handlers to map out the daily movements, security vulnerabilities, and residential addresses of several key figures, including Josef Schuster, the head of the Central Council of Jews in Germany, and Volker Beck, a high-profile former Green Party lawmaker who now leads the German-Israeli Association.
The surveillance dragnet also extended to the private lives of two local Jewish grocery store owners in Berlin.
“All of these espionage activities served a singular purpose,” the Federal Prosecutor’s Office said in an official statement. “They were meant to lay the operational groundwork for imminent assassination plots and devastating arson attacks on German soil.”
Direct Ties to Iran’s Elite Quds Force
German counter-intelligence (BfV) confirmed that Ali S. was not operating as a rogue actor, but was directly integrated into the foreign intelligence apparatus of the IRGC.

Investigators proved that the Danish national maintained direct, encrypted communication channels with senior commanders of the Quds Force—the external operations wing of the IRGC responsible for asymmetric warfare and overseas state-sponsored assassinations.
Ali S. faces severe criminal counts, including acting as a secret agent for sabotage purposes, conspiracy to commit murder, and attempted aggravated arson. His accomplice, Tawab M., is being prosecuted for rendering critical logistical support and conducting physical reconnaissance on the targets.
The Hamburg court is expected to announce the formal trial start date within the coming weeks, amid heightened security conditions across Jewish community institutions throughout Western Europe.
