Parliamentary groups failed to agree on Monday to call a parliamentary session for the dissolution of the Assembly of Kosovo, although the entire opposition has been continuously demanding that the country go to new elections.
During a meeting of the Presidency of the Assembly, the head of the Parliamentary Group of the ruling party, Lévizja Vetëvendosje (LVV), Mimoza Kusari-Lila, said that there is no official request for the dissolution of the Assembly.
“There is only a request for the governance debate, which is expected to be addressed on Friday. This is the proposal of the AAK Parliamentary Group, with which they have also proposed the overthrow of the Government. We do not support it and of course we consider that there is no reason to vote in favor of this request”, she said.
The Government’s mandate ends at the beginning of 2025, but the opposition parties have been demanding the holding of early elections for some time, describing it as “harmful to the country”.
Kusari Lila said that they are not afraid of going to the elections, but added that the unity of the opposition is needed to make this possible.
While the Democratic Party of Kosovo (PDK) supports the dissolution of the Assembly, the other two opposition parties, the Democratic League of Kosovo (LDK) and the Alliance for the Future of Kosovo (AAK), want new elections through the dismissal or resignation of the Government of Prime Minister Albin Kurti .
Abelard Tahiri, head of the Parliamentary Group of the PDK, said that September should find Kosovo with a new Government, but admitted that there is a lack of compatibility for this.
“Until now, we are still not in a situation where we have an agreement between the parliamentary groups, for the country to go to early elections”, he said.
Head of the AAK Parliamentary Group, Besnik Tahiri, insisted that the Kurti Government take responsibility for, as he said, its “failures” through resignation.
“The dissolution of the Assembly at this stage means an exit for the Kurti Government, in some way taking the blame from the Assembly for the Government’s failure. Dissolution should come only when we dismiss a harmful government, only when it resigns, but in no situation should the Assembly take a responsibility that does not belong to it”, said Tahiri.
Last week, Prime Minister Kurti held a meeting with Memli Krasniqi, the chairman of PDK, with whom he talked about the new elections.
After the meeting, Kurti said that it would be good if the elections were held in the spring or in the fall of this year.
The other two opposition parties, LDK and AAK, refused to meet with Kurti on this issue.
However, Kurti also held a meeting regarding the issue of elections, with the leaders of the two smaller parties that are part of the current Government: Donika Gërvalla and Faton Pecin from the Guxo party, and Mimoza Kusari-Lila from Alternativa.
For the dissolution of the Assembly, it is necessary to collect 40 signatures for the motion in advance, which must then be voted by 80 legislators.
Since Kosovo became an independent state in 2008, no elected government has completed its 4-year mandate.
